PCJPB - Caltrain Electrification

  

Overview

The Caltrain Electrification Project—also known as the Caltrain Modernization Program (CalMod)—represents one of the most significant commuter rail transformations in the United States, converting a legacy diesel-powered corridor into a fully electrified system between San Francisco and San Jose. The program modernized 51 miles of rail corridor with a 25 kV AC overhead contact system, new traction power facilities, upgraded signal systems, and a fleet of modern electric multiple-unit (EMU) trains, enabling faster, quieter, and more reliable service while reducing environmental impacts.

Electrified passenger service began in 2024, marking the first time in decades that a major U.S. diesel commuter rail system was fully converted to electric operation. The project also prepared the corridor for future shared use with California High‑Speed Rail, strengthening long-term regional mobility and capacity. 

The electrification effort included:

  • Installation of      an extensive overhead contact system (OCS) spanning the San Francisco–San      Jose corridor
  • Construction of      traction power facilities and electrical substations
  • Integration of      electrification with upgraded signal and safety systems
  • System testing,      commissioning, and phased energization to support the transition to      electric revenue service.

Wescom Solutions – Project Role

Wescom Solutions provided system electrification support, OCS inspection services, and testing and commissioning support throughout Caltrain’s major modernization effort. Wescom’s work focused on verifying system readiness, ensuring compliance with technical standards, and supporting safe, coordinated field execution during a complex, multi‑phase transition.

The Wescom team performed comprehensive oversight of OCS installation, testing, and inspection activities, monitoring contractor progress and workmanship across multiple work zones. This included field inspections, technical documentation, and detailed reporting using photographs, sketches, and data logs to confirm that system components met project and industry requirements.

In parallel, Wescom supported testing and commissioning activities by helping coordinate field readiness, sequencing inspections with energization milestones, and assisting project teams in confirming that electrification elements were prepared for safe integration into operations. Close collaboration with project managers, engineering teams, and contractors enabled timely issue identification and resolution, helping maintain schedule alignment as the corridor advanced toward full electric service.

Project Significance

Through disciplined inspection, field coordination, and commissioning support, Wescom Solutions contributed to the safe and orderly delivery of Caltrain’s electrification program. Wescom’s involvement helped ensure that critical electrification milestones were achieved with precision and safety, supporting a smooth transition from construction to revenue operations.

The Caltrain Electrification Project now delivers faster acceleration, improved service frequency, reduced greenhouse gas emissions, and a significantly enhanced rider experience across the Peninsula corridor, establishing a modern foundation for regional rail mobility for decades to come.
